Non-Technical Meta WhatsApp Cloud API Setup

Follow these 4 simple steps to connect official Meta WhatsApp messaging to your Moodle site in under 10 minutes.

Step 1: Create a Free Meta Developer Account & App

  1. Go to developers.facebook.com and log in with your standard Facebook profile.
  2. Click My Apps in the top right, then click the green Create App button.
  3. Select Other as your use case, then choose Business as the App Type.
  4. Enter your App Display Name (e.g. Your School Moodle Alerts) and select your Meta Business Account.
  5. Click Create App. Your app dashboard will load immediately.

Step 2: Add WhatsApp & Copy Your Phone Number ID

  1. In your App Dashboard, locate the WhatsApp product card and click Set up.
  2. Under the left sidebar, click WhatsApp > API Setup.
  3. Meta immediately provides a sandbox environment with a Phone number ID (a 15-digit number like 568912345678901).
  4. Copy your Phone number ID to your clipboard. (When you are ready to go live, you can add your real institutional phone number in the same screen in 2 minutes via SMS verification).

Step 3: Generate a Permanent System User Token (Never Expires)

Temporary tokens expire after 24 hours. Creating a System User token ensures your Moodle notifications never stop running:

  1. Open Meta Business Settings > System Users.
  2. Click Add, set name as Moodle Automation Bot, and role as Admin.
  3. Click Assign Assets -> Select your App -> Toggle Full Control on.
  4. Click Generate New Token. Select your app and check two permissions:
    • whatsapp_business_messaging
    • whatsapp_business_management
  5. Click Generate Token and copy the token string (it begins with EAA...).

Step 4: Paste Credentials in Moodle Settings in 10 Seconds

  1. Log into Moodle as an Administrator.
  2. Navigate to Site Administration > Plugins > Local plugins > WhatsApp Notifications.
  3. Paste your Phone Number ID into the Phone ID field.
  4. Paste your Permanent Access Token into the Access Token field.
  5. Ensure Enable Enrolment Notifications and Enable Grade Notifications are checked.
  6. Click Save changes. Your Moodle is now officially broadcasting real-time WhatsApp alerts!
